Can't use programs, but i'm an admin

ok my friend asked me this...

"Here is the problem...i log in as administrater in windows (the only login name) but i seem to be getting messages saying u must be logged in as admin to get windows update as well as other things. I have the same problem with Norton ativirus. I can't enable it or the firewall because "I'm not admin" which i am. My servers won't run and this whole deal is pissing my off "

He has scanned with 4 anti-virus programs and nothing comes up he said. He just turned his pc on one day it was pulling this crap.
Anyways, I tried a few options with him but we couldn't get anywhere, figured i'd ask ya'll...

Make sure there are no other logons.Select switch user to see if there are Also turn off the guest option. In control Panel/user accounts select change an account , Select the User ,Select change my account type, make sure the setting is Administrator.
