video card making some weird lines

the video card i have is a 9200SE ati and sometimes it makes these lines at the bottom... not alot tho, but its sorta like those old movies u kno how they have those lines? yea my screen does that at the bottom probably like 2 lines tops.
just wanna kno if this is my video card or my monitor

It's probally artifacts, caused by an overheating/unstable/dying video card.

oh dam is there a program that can tell me how hot my video card is? cuzz my video card doesnt have a fan
