I am sure there is way to streamline it to run at every boot(maybe add it to autoexec.bat). I know that is how it used to work. I am not sure if XP still executes that.
 
i downloaded a good program for it, VSubst. I just made it permanent (one of the options they had)
 
or you could put a shortcut to the bat into the Start->Program Files->Startup folder
 
it would be a bit easier than editing autoexec.bat, although it probably has its advantages.
