what is plug and play?

Hello

I thought that Plug and Play involved the plugging in of devices whilst a pc/laptop was on, and did not need restarting of the machine.
isn't that the definition of plug and play

I think when they're mentioning it having to be off, is when you're installing a PCI card. It did mention expansion slot.

so plug and play with reference to PCMCI is always hot pluggable or hot swappable?
