Your best bet is to go with that socket 949 build, but for only 20 bux more than your $70 cpu budget you can get a dual core processor. This Intel Pentium D 805 is only $90 and it has free shipping. Good deal. Well worth the 20 extra dollars.

Between the two processors you pointed out, the Sempron is much better. However, I may recommend a socket AM2 processor. The low end models of these are pretty inexpensive right now. For example

Now with those two you'll need DDR2 memory so that may not be an option, but you can still get this

Dual core doesn't mean much of anything if you're not using programs that utilize it, or are multitasking running major programs.
