Between the two processors you pointed out, the Sempron is much better. However, I may recommend a socket AM2 processor. The low end models of these are pretty inexpensive right now. For example

CPU

Now with those two you'll need DDR2 memory so that may not be an option, but you can still get this

Then just buy a matching motherboard and still use DDR memory.

Dual core doesn't mean much of anything if you're not using programs that utilize it, or are multitasking running major programs.
 
i already have quite a good pc. This is just for my brother to play some light games, nothing to demanding. So i just want to get the best system i can find below 100.
