Re-installed windows and getting a ton of pop-ups

I've done this many times, format my drive and install wondows. But now i get these pop-ups that say;

Messenger Service

Message from system to error on Oct 5 2:30PM
Stop!
scan for critical errors

go to www.msreg.com


These messages keep on popping up telling me to go to different websites.

I decided to reformat my hard drive then reinstall windows again just to get rid of this. I was wrong, after setting up windows the messages came back as soon as i restarted my computer. Its so bad that within 5 minutes i will have mpre than 15 pop-ups. I've downloaded adaware but that doesn't help at all, and i downloaded the google toolbar but that doesn't block the pop-ups either. Can someone please help me with this

i did it. some window quickly popped up and disappeared so i don't know what it said. But i will let you know if the pop ups come back. Thnaks for your help
 
The problem is back. This time its a message from Microsoft Internet Explorer telling me to scan for problems. Then a download screen pops up. How do i get rid of this ****?
