CPU Reaches 49 C (120F)

Why??
It's an AMD Sempron 2800+ and i have a great cooler and fan on it.With the paste.

How can i lower its temperature?
Can i lower its speed it the BIOS?How can I do that safely(i.e. not burning it)

lower a cpu speed is not recomended,, how thin is the layer of thermal paste on the cpu and also what are your other temps

i dunno how thin,i just put a bit on the cpu before i put the cpu cooler

ya, thats your problem, its meant to be as thin as possible , its only to fill the microscopic gaps in the metal between the heatsink and cpu,, take the cpu and and clean the heatsink and cpu , reapply the paste to the sempron, use a credit card smooth it and make sure its very very thin,, then put the cpu back in,,
