New AMD Build Running Hot

I just build a new system for my girlfriend and the CPU is running around 97 degress F. Is this normal? Here are the specs:

AMD Athlon 64 3700+ w/ stock heatsink and fan
EPoX S939 Motherboard
Front 120mm Fan
Rear 120mm Fan
Side 80mm Fan w/tunnel directed towards the CPU

When I put the heatsink on the processor I realized afterwards that I forgot to put on the Arctic Silver. So I pulled the heatsink back off, which I realized was attached to the CPU with the silver sticky stuff that comes on the AMD heatsink. I didn't clean it off, I just put a drop of Arc. Silver on it and placed it back on.... was that the wrong thing to do?
 
well maybe, I think you should start with a fresh surface, and well my 3500 with all stock cooling and thermal paste it runs at like 70 somethin idle.
 
97F = 36C. That's fine.

Remove the heatsink, clean it and the CPU off, and reapply the AS5.

Use a xylene-based cleaner or isopropyl alcohol, take your time.
 
OK, it's running fine now, I will post some picks in the overclocking show your case thread sometime today. This is my first time ever building a computer from scratch, only minor problem I had was when I first tried to turn it on it didn't do anything.... I had the jumper on backwards.
