boot into safemode and log in using the administrator account open your registry and find or create the key below.
Create or modify the DWORD value "DisableCMD" and set it to a number from the list below.

Open your registry and find the key below.

I thought this originally but if the CMD is disabled in this way it just says that its been disabled by your administrator when you try to run it. With is opening an closing straight away I'm thinking it must be something terminating the process, a virus.
oh i couldnt really tell what was goind on on that image cuz it doesnt show the full screen but ya i would recommend following warez's guide.
