I am currently about to format a hard drive, however i found that was still 10Gb on this drive.

It turns out that this data is his a hidden folder in the root directory called MSOcache

One closer inspection, it contains a lot of zip files and what looks like some MS office Excutables.

Could some one tell me what the purpose of this MSOcache folder?

Thank you

The bottom line is that it's simple a local copy of Microsoft Office's installation source. Put another way, it's a copy of portions of the Microsoft Office installation CD. Why? so that you don't have to insert the CD when you add a feature, perform a repair operation, or install service packs and patches.
