My friend says he has a wierd motherboard where you can: Raise GPU voltages, overclock CPU and RAM seperatly (RAM is not dependant on the main FSB/HTT)

Is this true? I've never heard of anything like this at all. It'd be pretty sweet if it was true, but I'm doubtful.

He has an ASUS A8N/32 -SLI Deluxe...

Ok I'll put it in simple terms. He can raise the PCI-e voltage. Also you can raise the speed of the ram and not touch the speed of the CPU, it's not for preformance it's for stability testing. I have the option of raising the ram speed on my motherboard but not the PCI-e voltage.
