Since im always looking for the better deal, I was looking on Ebay for a Win XP disc for sale. Found a bunch for around 100-140 dollars.

But I see alot are marked OEM. What does this mean? Should i stay away from these sales? If so, any advice on where to look for a cheap win XP disc?

All this means is that this company acually sells the product under their own label. It may be licensed by someone else (in this case it's Microsoft) but they will sell it as if they aren't a reseller for Microsoft. The packaging will not be the same as a box you would get in say......Office Depot or Best Buy....which are resellers. As a matter of fact, there may not be any packing at all!
OEM stands for Original Equipment Manufacturer.

alot of people stay clear from OEM and hate them, but i dont really care as long as its the same software

Windows XP OEM CD's that are resold do not offer product
support from the Manufacturer. This shouldn't be a problem
since you have knowledgeable people on these tech support
sites to help you out if you have any problems.

Go ahead and grab one just watch those outrageous shipping
and handiling fees some sellers are charging to ship a disc and
guide that weighs less than a pound.
