sounds like the board may be fried mabey from ESD when you where installing the floppy drive.

how can you tell if the board is fried?

there is no sure way but if nothing is working like you are stating where the cd drives arent working and the bios are freezing then that sounds like the mobo to me.

try taking out the floppy and the harddrive then boot up and see if you are able to get into the bios if you are not able to its the board.

and as a last resort you might try taking the board out of the case to eliminate shorts

does the computer work without a floppy drive?

if the PC doesn't like floppy drives, then you have to purchase an external floppy drive for $15

nope i disconnected it and still nothing my board is fried most likely
