Switches on video cards?

What are the switches on the back on my 9800 pro and x800 gto?

Im asking because on my x800 gto its:

switch #1 (ON)
Up
switch #2 (KE)
Down

9800 pro:

switch #1 (ON)
Down
switch #2 (KE)
Down

I think it has something to do with tv output types PAL/NTSC stuff

You will see it about an inch to the right of the mounting hole to the top right of gpu (the box shape of chips around the white label). Its yellow looking.

I dont think its for tv outputs.

my friend cant remember where his cell phone is so i am not going to ask him to look and my x800 was oem and I think it didnt come with one. I will look for pdfs online. I am not surprised no one knows.
