App To Force Certain Apps To Certain Displays

Im looking at picking up a TV to hook up to the video out of my video card. Is there a program that will let me force MPC to run on the tv when it is on, but on my 2nd display (CRT) when the tv is off?

Hardware is in my sig. Im running a SyncMaster 710v on the right and a Daytek CRT on the left. I want to force Media Player Classic to run on the TV (connected via S-Video to the video card) when its on and on the CRT when its not. Theres no option in the display properties, or in the Nvidia config thing dealing with this.
