98 installation problem

Hey everyone, I was wondering if it is possible to dual boot 98 and 3.1? I have a boot loader can load just about every o/s out there, and can dual boot 98 and 3.1 if they are both installed, but the problem is installing 98. If I try to install 98, it says "previous version of windows detected this is not an upgrade cd" but I don't want to upgrade. Could I put the win3.1 files on a zip or usb drive and then put them back once 98 is installed?
 
Yes, actually I have three partitions: C:\ is ms-dos 6.22 d:\ is win3.1 and the e:\ is fat32 which I will install 98 to. I have also tried making the partition for 98 fat16.
 
Well, I know it will work that way, but I have windows 3.1 exactly the way I want it (drivers, games, etc.) is there any way to just copy all of the windows 98 files onto the hdd and unpack them in the correct directory?
