CPU fan is stayong at 75-80% Max speed! Help!

I have run into a sudden problem with my MSI K8N Neo 4 Platnium board with an Athlon 64 3200 CPU. It seem that the Thermaltake CPU fan (tempsensitive, and has sepreate speed control) is now running at 75% of top speed. The fan slowly reached this point over tha last 4-5 days. It started to intermittantly jump from slow to a faster speed. It would gradually increase final speed, jumping back and forth randomly.

I do not know why it is doing this, but it was a $50 CPU fan and it shouldn't be bad after 1 year. I blew any and all dust out of the case as I though that the heat sink fins were clogged, but it still is running very fast and loud! Any ideas as to why it is doing this are greatly appreciated!
 
I do not know, how do i find this? It is not hot, I would say ~85-90 degrees F.

Is there a utility I can use to find the temp? I know that it can bee seen in the BIOS, Does the MSI CORE software do this?

Also, the CPU fan has a speed knob that is turned to the slowest speed and it is running very fast.
