No you can't, you can use a 24/20 pin PSU on a 24 pin motherboard, but you cant use a 20pin only psu on a 24 pin motherboard.
 
You can and I've done it three times before.

24 pin PSUs without a -5v line will not work on some 20 pin motherboards.

That's correct. I have done it too.
 
the only difference about 20 and 24 connector is that the 24 one supply more 12v+ juice to the components, but if your 20 one has enough power then i'll be ok.

15 amps of 12v

Needed for Graphics cards in the PCI Express specifications.
