Changing Themes??!?!?

wen i try to put up a new theme for my windows xp (like changing the taskbar) mine doesnt change it does a little bit of change but doesnt change whats it suppose to look like :S the color is wrong the start button didnt change at all but it has the shape of the theme im looking for....

Make sure when you go to change the theme, all the boxes are checked (buttons, colors, fonts, sounds...etc.)

where do i have to go to check the box?
and the theme im opening has no option to check in those boxes etc

What program are you using? or are you using MSStyles with the XP display properties panel?
