wont shutdown completely

When I turn my computer off, Windows shuts down as usual, but the computer itself never actually turns off. It just started doing this, and I havent changed anything in the BIOS or other related options.

After shutting down, the monitor indicates "no signal" and the hard drive light doesnt flash. But at the very least, the fans are definitely still powered up.

When I select it to hibernate, it goes through the motions, then when the screen comes up that says "Hibernating..." the status bar gets to the end and then nothing happens, it just freezes.

When I select it to go into Standby, the same thing happens as when I try to shut down. Windows does what it's supposed to do (I guess) but the computer doesn't standby.

If I press the reset button after any of these scenarios, Windows resumes from hibernation or standby like everything worked correctly. So I'm guessing this is a hardware issue.

Any ideas?!!?!?!?
