Cant Delete Folders

I use XP SP1 and whenever I try to delete a folder that has files or folders in it I get an alert saying "Cannot delte [folder]: it is being used by another person or program"

The thing is that there's no other person(s) using my files, and I doubt there are any other programs using them either. Is there any kind of program that scans and lets me know if there is something using these folders or some kind of general solution to this problem?

boot into safemode and delete them or check msconfig- startup tab, disable everything except your antivirus and reboot.

It has many other flavors:

Cannot delete file: Access is denied
There has been a sharing violation.
The source or destination file may be in use.
The file is in use by another program or user.
Make sure the disk is not full or write-protected and that the file is not currently in use.
