Files Wont Delete!

What files in the Local Settings folder, Ive already deleted the files out of the Temp folder, and Temp Internet Files, the only other two files is Apps and Application data. Plus I've gone through all the users, and done the same thing.

right click all of the folders by there and select properties. go into the folder that has the big unnecessary size. then right click individual files unto you find it

I used that program, and it didnt solve the problem either. Now I have "desktop.ini files in my quick launch tool bar, and 2 in my start menu that werent there before.
