Hello,
When I open IE my virtual memory sinks to nothing and I get a freeze up before the program has a chance to fully open. The memory is so low that I can't even ctrl alt delete to bring up the task manager. I just have to do a hard restart! I had IE 6 and then also tried IE 7 Beta. The same problem exists for both.

What do you mean by virtual memory sinks to nothing? Can you list your hardware spec including cpu,ram, mb, harddrive..etc.

I think firefox uses more memory so that may not be the solution, on the machine i'm using here firefox is a 68mb process and iexplorer is 18mb.

by default XP manages your virtual memory and it does a pretty good job of it, you shouldn't have a problem with running out of virtual memory unless you've manualy set the page file too small or you've run out of Hdd space.
