what is better. lower latency-low mem clock or high latency-high mem clock

Iv been reading up on it and there is sort of a debate on it. You can run memory at 200 mhz at like 2-2-2-5... or at say 300mhz 3-3-3-8 or something like that. Some say that a machine with mem running at 200mhz will perform the exact same as one running at 300mhz depending on the memory timings.

Any ideas?

Changing the latency from 2 to 3 cuts 33% of performance and rasing it to 300 gives back 50% which makes it 17% faster for the higher clock.
 
What about high clocks low latency?

if you can keep it cool enough to get it down that far.. when you oc ram, it gets harder and harder to keep the latency down.. but yea if you oc the ram and lower the latency,, of course that would kick more butt than anything
