I would have a look at why the numlock is turning off. Windows doesn't have a feature (that I've ever seen) that automatically turns off the numlock key after a period of time or event. My guess would be the keyboard driver or a keyboard software app for the keyboard, which is messing up (possibly after sleep periods). In the end, whatever interface devices are being used at the time (ie your laptop keyboard verses the remote desktop keyboard) take preference over anything else. If you have the key turned off by default on your local machine, it's gonna be off. If you don't want this to happen, change the default to on. Or just press the numlock key.
