It's realted to upper/lower filters of the device. You can look at the properties of the device in Device Manger, and on one of the tabs, it will show you a dowpdown list. Go through that until you find the upper and lower filters. If you have something in them, that is where the problem ussually is. All you need to do is going into the registr, and delte the value from the following key
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}\\UpperFilter. Delete what is there and reboot. Problem should go away.
