Ultra ATA/66 Warning?

I just turned on my computer and it is giving me the following message:

"Warning!! An Ultra ATA/66 (or faster) driver is connected with a 40-pin IDE cable on the secondary channel. Drive speed is downgraded to Ultra ATA/33"

What does this mean and how do I correct it?
 
Has this just happened?

If it has, thats very odd, I would go and get a new IDE cable (get a rounded) and replace all new cables are 80 pin anyway!
 
Someone from another forum told me that the IDE must be plugged into the blue connector during initial booting. However, when I do that, it does not find the CD and goes back to the black screen.
