If you set it to any core, usually it will balance the load between the two cores, so if core 0 is already working on something and you open something else up, usually it will use core 1 so you see no lag or anythign. That's why they call it dual core !!
 
press ctrl + alt + del and bring up the task manager
go to processes, right clock on said program, and go to "affinity"
and choose which core you want it to use
