Why are there processor drivers?

AMD Athlon™ 64 Processor Driver for Windows XP and Windows Server 2003 Version (exe) 1.2.2.2 - Allows the system to automatically adjust the CPU speed, voltage and power combination that match the instantaneous user performance need.

Adjust power/speed/voltage? Does that mean these drivers can interfere with stable overclocks?

yep, it basically means that when the system is on low load, it will clock lower to save power and run cooler. but when it's on high load, it will run at full speed
 
Most of the time there installed when you install your motherboard drivers I think. Atleast I have noticed MSI install the drivers for the processor while installing motherboard drivers.
