i just installed a new PSU (antec sp 2.0 500w) and a new video card. ever sence then my CPU usage in my task manager has been reading 75%+, i even toke out the video card, and reformatted my windows but i still have the problem.

What process is using up the 75%??

i go to the task manager, i went to processes and clicked on CPU, just the system idle process uses about 90+, everything else is at 00, or 04

that's normal, mine's at 80% while idle

yea but my CPU usage stays at 80-100% always.

sounds like a problem i remember gaara mentioning, is it a dual core?

no , single. amd 64 3500, i switched back to the orginal PSU, but still same problem.

btw, i have a compaq sr1830nx, i downloaded a taskinfo program and it says "interrupts time placeholder" is whats taking up all my CPU usage.

ok, sounds like a hardware conflict then. download as many drivers for your hardware as possible and update them all. are yo9u actually experiencing any lag or is it just that the cpu usage registers high.
