So I hear there are various coupons floating around on websites that you can either buy for like a dollar or just claim the code if you register on their site or something that takes a % off a sale of a dell monitor or just a dell product? or a certain amount of money say, 35 bucks or something?

You shouldn't have to pay for a coupon.

A coupon is a promotional thing to keep the business going.

Ex. Dell could give out coupons in their flyers for a Christmas/Thanksgiving sale, but they dont usually give them out everyday.
