forward email from outlook to hotmail

this might be a basic question but i need to know...
a user needs to forward her email to her hotmail account. we are using MS exchange 2000.
i know from AD, i can add smtp in the account and i tested it with my account but the messages are not getting forwarded. is there any way to do this without having to create a custom account?
