Sound Vu meters ..??

I was just wondering if there's any application ..which can show somethin' like a sound Vu meter or a spectrum analyser on the desktop itself ..

I'm not lookin' for some plugin for winamp or anythin' like that...

I need it to be on the desktop ... may be withit's own small window (would be great if it's skinnable )

There are a few out there but... they're not cheap.
