7900gt bottlenecked

A friend's rig, is running a 7900gt on a P4 3.0/1gb ram and only gets 106fps on the cs source stress test. Which would be worth more of an effective upgrade- the CPU or RAM(to 2gb)?

Both...........go AMD and Gskill, Patriot, or Corsair. Current intel CPU's are not all that great for gaming unless you are willing to buy a non-intel mobo and OC the living doggie doodoo out of it!

I'd say CPU, upgrade to a dual core AMD (an Opty if you want to overclock, or a X2 4400+ if you dont), that might mean a new mobo too.

If you want a cheap upgrade, add more RAM

What about this setup with..lets say AMD 3700 1gb RAM vs. P4 3.0 2GB RAM

It's not worth getting the 3700 IMO, get a dual core.

But out of those 2, i'd say the AMD would go better than the P4+ 2gigs
