Folder/User permissions trubs

Yikes! I've gotten my folder permissions so knotted up on my desktop PC I can't get back in them to fix it. I am on my laptop now.
For some time I have had trouble accessing files in folders I create on my desktop, i.e. deleting, moving, or changing files.
I went to the MS XP site and followed directions for changing permissions in safe mode. (I run XP home SP2). Now I can't get on the web, or access my programs, and sys restore doesn't help either. HELP!

can you get back into safemode and reverse the changes?

u can enter safe mode by pressing the F6 or F8 if i not mistaken.

Yes, that's how I got in this trouble to begin with. I have set permissions for all user profiles to allow control from safe mode as suggested by MS website, but still cannot access outlook, norton, network etc in my user profile. My profile is not visible in safe mode, only admin and my wife's profile.

maybe a windows repair can be a quick fix
