This is correct.

You must take all of your components into account when determining how many watts your PSU can handle.

Remember, your PSU is the back-bone of your computer. If it is not powerful enough, you will have all kinds of problems; such as, involuntary restarts.

Depending how old your PSU is, it may not even be putting out 200W. As they get older they can become less stable.
