whats going on?? (temp problem)

newly built comp, no overclocking

My montherboard utility reads my Athlon 64 3000+'s temp as 45C to 50C, and this is right after I start up the comp, Ive never seen the temp drop below 42C. The CPU Fan speed is about 2500~ RPM (normal). Why is the temp so high? Could it be that when I was installing the heat fan/sink and I moved it left and right a couple of times, it smeared off the cooling compound? When I put my finger on the fan/heat sink, it doesnt even feel warm. Is it not working properly?

Fan/HS - Thermaltake TR2 M6
MB - ABIT NV8 NVIDIA Socket 754

PS - I accidentally touched the paste thing on the heat sink before I installed it, it took off a LITTLE bit of the paste

Also, I checked the startup temp again after leaving it off for a whole night and it still reads 45 - 50C... This is like 4-5 seconds after I boot up the comp.
 
it needs to be burned in. anytime u put new thermal paste, it needs time to get cured. but if its at 50c at the start, it maybe something is wrong. go check the cpu temp in BIOS and see what the reading is. the software reading might be off.
