Note: An ATX power supply is comprised of a number of black wires which are defined as COM or ground wires. In many situations, you can rewire a power supply to turn on without being connected to a motherboard for testing purposes by connecting the ATX power wire to any of the black ground wires. Since many manufacturers do not want people doing this, they have taken steps to remove the ground wire closest to the ATX power wire.
Logically speaking, you can conclude that a ground does not serve a purpose other that providing a safe path for overvolted current to travel through. The reason there are so many black wires on an ATX connection in the first place is because overvolting a specific pin or wire will cause it to recieve dangerously high resistance that will translate into the pin becoming warm and in some cases even burning, therefore the current is distrubuted throughout many pins to avoid higher resistance. Therefore, a ATX conenction with one ground removed will not effect the actual operation of the PSU, however there is slightly higher chance that you may damage your hardware
Likewise, you can in theory use an ATX 20pin connection in an ATXv2 board that suggests a 20+4pin connection, however, the 20pin connection relies on all +12v current travelling down a single wire/pin, and once again, overvolting creates added resistance that can damage the hardware
