i was reading up on this WD Caviar i wanted to get and they said that it does come with 'jumpers' the SATA 80GB 7200RPM, and it is necessary since its SATAII, whats a 'jumper' and what do i need it for?

Provide Link, I do not know about SATA Drives however with EIDE Drives and SCSI Drives, jumpers are Used to set Master, Slave and Cable select, For SCSI Driver jumpers/terminators are used to terminate Drive Chains and Set the Drives ID. My SATA Drive does have Jumpers, but I always though that SATA didn't need jumper settings. :/

someone said it on a review of the WD Caviar 80GB 7200rpm 8mb cache on newegg.

Yeah, you just need it to set a hard drive to master or slave. If you're only going to have one hard drive, you don't need to worry, because most likely it will already be set on the setting you need it on.
