ATX 12v power connector just for Intels?

Total newbie question, but does the ATX 12v need to be connected on AMD systems, or is that just for Intels? A friend of mine asked me earlier and I was pretty confident it's for both.

I'm planning to upgrade my mobo, and it's an Intel. The original mobo has two ATX 12V connectors...one next to the power connector and one next to the processor. And currently my ATX12V connector is connected to the one next to the power connector. While looking for a new mobo, I noticed alot of them don't have the 12V next to the power connector. Is it alright if I connect the 12V to the one next to the processor? And can anyone recommend a good board? I'm planning to overclock and have a budget of 70.
