[2 questions] Desktop Icons and RemoteAssist

iv been having a few problems.

1. my desktop icons text BG ISNT transparent, theres a blue box around the things iv tried-

Rightclick>ArrangeIcons>Unckeck Lock Web Icons
CtrPanel>System>Advance>Performance> Best Apperence and i made sure Drop Shadows for desktop icon text is ON.

i did restart me compt after trying these things, i also did the opposite and then turning those things back ON.

2. my RemoteAssist/Help and Support things will NOT open. a friend needs this to maybe fix my desktop icon prob. things iv tried-

CtrlPanel>Administrative Tool> Help and Support> "Start and Restart the service.
Make new Username logon using that and doing it, didnt work. (duh)

if anyone can help id REALLY appriciate it!

maybe your help and support files are corrupt, try repairing windows.
