Help Making MOBO Decision

I want a computer to put in my entertainment system so as to hook up to the tv and receiver(for surround sound).

All it needs to do is get online(via wireless connection) and connect to the tv(via s-video) for streaming video and support 1 dvd drive and 1 hard drive and riser card(for the network card).

I also want it to be rather small. I'm looking at two options I think:
1st, get one of those Mini ITX boards(typically VIA brand) with built in CPU and everything else($150-$250) and buy a case for it($50-$100).
2nd, I could just get a "regular size" mobo and build a a case for it, and hope that with the help of a riser PCI card to make eveything fit into a nice little box.

My main question then I suppose is: what would you do?
PLUS:how do these ITX boards stack up against an ordinary mobo? is the CPU(which i'm under the impression isn't Intel nor AMD) any good?
