The high level setting disable activeX, works in SP2 with newest windows validation installed, I can't say it's a hack, it's more like Microsoft stupid mistake again LOL. BTW william, I think you can get SP2 that doesn't validate you, this one however is a large file, supposely used for deploying to multiple computer for IT professionals.

You can also try using AutoPatcher. They release a new version every month that has all the updates. It goes as far back as SP2. The current one goes from SP2- February 2006.

even when i try to install it i get the exact same message as before it seems no way around it i even tried custom mode instead of express but still says it recommends getting windows xp service pack 2 so wat shud i do people,thanks for the help so far
 
Try my suggestion with Autopatcher. It will install all the updates. Download the Full version.
