New build, wont start.

AMD64 S754 3000+ Venice
ASRock K8Upgrade-NF3 Socket 754
1 x 1GB Corsair VS PC3200
Aspire 500W PS Temp Controlled
Seagate Barracuda 250GB SATA
NEC DVD Burner
NEC Floppy
Antec Case
Radeon AIW 9600PRO 128MB
Radeon 7000 32MB

With the 500W PS the fans come on for a split second then shut off when I hit the power button.
Unplug the 4 pin connector and the fans stay on, Chassis, processor fan, and the video card fan.
Same thing with my older 20 Pin 350W PS. But no display and no POST.

Take out 1GB Corsair VS PC3200, and put in good 512MB Corsair from other comp same thing no POST, no video.

Also tried both video cards, no luck.

Hard drive sounds like it's running, this has to be a bad CPU right ?

Budget build for light gaming/Programming, bought everything except the video cards from Newegg.

Before you assume its a bad CPU, make sure everything is seated properly. It rarely is a dead CPU. I would test the stability of the PSU with a multimeter first. Then check the RAM in another computer if you can so you can rule that out. Put some RAM you know is good in and see if that helps.

could also be a short take the mobo out of the case and set it up on a non conductive surface (like a wood table)and try to power it on. hope that helps
