Creating a password file for Windows OS???

I'm needing to "create a password file for Windows OS with the following content:

Alice:WANG1:2CEBBEC04BDFCF8E7BEC24A6D1A324C9:16B9C155CEB253CBFA6209D589014960:::

I think I have to do something with my registry, but am not sure. Any help would be greatly appreciated.

why are those passwords so long and cryptic? do you not realize that windows is not that secure? even windows XP's encrypting file system is not very secure. if you have very sensitive data use data encryption software like kremlin or drivecrypt. windows will not allow you to use a password that long, there is no fix that i am aware of.

Actually, I'm having to create a password file for this content for a school exercise I'm having to do. After creating this file, I have to run LC4 to crack the password file. My problem is that I do not know how to create a password file to begin with.....
