Both the mouse and keyboard are ps/2. Would getting a ps/2 to usb converter help?
 
stay away from usb... such a bad invention lol...

I know you said it is an old system, but use a program like CPU-Z or Everest on it, and post the specs on it, or if you know them yourself do it that way, it may be something as simple as the version of windows you are trying to use in conjunction with it, if it is too old, and keyboard and mouse are brand new, with like the media stuff on them, then that could be a problem, and we won't even get into how usb works with old systems LOL
 
I agree, try hooking up a traditional keyboard (no extra rubber buttons) and a normal mouse and see if it boots up ok. I had a similar problem where I was trying to connect and older HP multimedia keyboard and it would get to the logon screen and reboot until I put a normal keyboard in.
 
What about upgrading your usb drivers? Have you tried that? And it wouldn't hurt to make sure your fully patched and updated Windows wise.
