phantom has a small fan that comes on when it reaches 40 degress, 47.5 or 55 (u choose) i purchased 1 recently and its excellent for silence 
there are fanless cpu heatsinks which are available. best bet it to buy a scythe ninja (built for fanless) and attach a fan on 5v or 7v so its silent but still gets some air blowing on it so it doesnt overheat
