Computer Turnoff problem

Hey. I've had this problem forever. Whenever I press the power button or restart it by : Start > Turn off computer > Shut down, it never turns off. Instead it restarts. Can someone tell me what's wrong?

when you click on Start, next one shoud be shut down what the hell is "turn off?"

Try unchecking some programs to determine which one is causing the problem. to do that go into msconfig.

Im running XP. So its those steps I just mentioned. But I've had this problem forever. I've reformated my computer about 10 times since i've had it. Im thinking its my motherboard. I might of put some wires here and there and they where they arnt supposed to be. Could that be the reason?
