Installing an analogue modem (PCI card)

I’m trying to install a modem card (PCI card) into an older IBM PC with Pentium II 433 MHz processor. The operating system has been updated shortly before from WIN 98 to WIN 98 SE. The operation console shows the new installed PCI card, and the driver for the card is installed as well. After rebooting the PC the test in the operation console is finished with the message “the modem doesn’t respond, either it’s switched off” e.g. The IRQ is not in conflict with any other use, and is shown as “available” under the BIOS. Can anybody give me an assistance to get the modem in service?

Thanks altogether! The PCI card was faulty. I got another one, and this works excellent!
