OC XP-M 2400+ & PSU question

i just recently got my hands on a xp-m which is replacing my locked barton 2500+ and i want to take my first shot at overclocking! i understand the basics but i'm still alittle confused about the cpu/ram ratio. it was able to pull something like 212x11 OC, would i still be able to keep it at a 1:1 ratio with a pc-3200?

Abit NF7-sv2
XP-M 24000+ w/ thermaltake valcanoe 7+
2x256 corsair xms pc-3200
WD 80gb HD
Radeon 9600xt

and about the PSU, i plan on replacing my current thermaltake 430w power supply that came with the case, the 12v rail is only 13a, would that effect my OC performance :amazed: ? i'm looking at getting one of these two (tight budget) and want to know what you guys think.

i would go with the sparkle power supply. I've read nothing but good things about them. 13A on the 12V rail definately isn't good enough. Good move on the upgrade.
